President Xi bestows military honors

BEIJING - Chinese President Xi Jinping has signed an order of commendation to honor the crew of the first aircraft carrier-based fighter jet.

According to the commendation order, a test squadron of the People's Liberation Army (PLA) Air Force were granted a honorary title for successfully conducting the take-off and landing tests of J-15 fighters on the Liaoning, China's sole aircraft carrier.

The order spoke highly of the squadron in the exploration and development of the J-15 fighter jet. Two test pilots of the squadron sacrificed their lives during the tests.

The commendation order urged all military personnel to learn from the squadron in cultivating combat-ready awareness, honing their skills and rooting out undesirable work styles.

Dai Mingmeng, the first J-15 pilot to have conducted a successful take-off and landing on the Liaoning, was granted a honorary title individually.

One unit and another 24 individuals were also awarded by commendation orders sighed by Xi,, in his role of chairman of the Central Military Commission, on Wednesday.

PLA Unit 91053 was awarded a third-class merit citation for outstanding contribution to major tasks.

Zheng Hui, senior engineer with the Headquarters of the General Staff; Zheng Yonghuang, chief engineer of the PLA 63620 Unit; Wang Hongli, commanding officer of the PLA 92474 Unit; Zou Jianguo, a pilot; and Cai Hongxia, chief head nurse of the 261 Hospital psychiatry department, were awarded first-class merit citations.

Liu Xiaoming, a late military instructor at PLA Information Engineering University was posthumously awarded a first-class merit citation.

Six individuals were awarded second-class merit citations and another 12 were awarded third-class merit citations.

Guangzhou anti-graft body steps up pursuit of corrupt officials abroad

A senior official from the Guangzhou Party Commission of Discipline Inspection confirmed that the city's anti-graft body is now co-operating with relevant departments to pursue and capture three major suspected corrupt officials who might have fled abroad.

Mei Heqing, a member of the standing committee of the city's top anti-graft body, said Wang Yanwei, former chairman of Huadu District Committee of Chinese People's Political Consultative Conference, was investigated and suspected of having accepted a large sum of bribes when he was Party chief of the Huadu's Huadong township, head of Huadu District Organization Department and chairman of the Huadu's top political advisory body.

Wang, 58, left the country in June of 2013 on medial grounds to visit doctors abroad. He never returned.

Wang has now been expelled from the Party and discharged from public employment, Mei said during a press conference in the Guangdong provincial capital on Monday.

But Mei did not reveal details on Wang's case because it is still under investigation.

The other two major suspected corrupt officials who might have escaped abroad included Li Rongfu, former director of Huadu District Bureau of Animal Husbandry, and Zhang Jinhua, former chairman of Nansha Economic Development Co Ltd.

Wang, Li and Zhang have been on the online wanted list of police, Mei said.

"And the city's anti-graft body is now working closely with, police, exit and entry departments, judicial and foreign affairs departments to help pursue and capture the suspected officials who have fled abroad," according to Mei.

"Foreign countries and regions should not become the havens for the corrupt officials from Guangzhou and the mainland," he added.

Meanwhile the city's anti-graft body has officially put on file to further investigate Yang Yanwen, former Party chief of Huadu district, Guo Yaoguang, former deputy director of Liwan District People's Congress, and Li Zhixin, former chairman of Guangzhou Textile Industry and Trade Co. Ltd.

Yang, 52, was taken away by anti-graft officials from Guangdong province in late July for serious violation of Party disciplines and laws.

He was also investigated with regard to his close relationship with Wan Qingliang, former Party chief of Guangzhou.

Wan has become the highest ranking official who was sacked in Guangdong in recent years.

Wan is being investigated further for serious violation of Party disciplines and taking a large sum in bribes when he was in office .He was taken away by anti-graft officials from the central government in late June.

Stronger cooperation vowed on China-Russia finance, investments

China and Russia pledged to strengthen cooperation in investment and finance on Thursday, shortly before the two countries' top leaders were set to meet in China.

Both sides should fully use the Russia-China Investment Fund, materialize planned projects, and conduct more cooperative efforts like equity investment, issuing of bonds, and mergers and acquisitions, Vice-Premier Zhang Gaoli told visiting Russian First Deputy Prime Minister Igor Shuvalov.

Zhang called for Russia to facilitate Chinese enterprises' investment in Russia's Far East region, which borders China's northeast region, adding that China would like to see an increase in two-way investment.

China has been Russia's fourth-largest source of foreign investment. It invested $4.08 billion in Russia last year, a surge of 518.2 percent from the previous year, official statistics show.

The increased investment from China came from the implementation of some strategic projects, especially those in the oil and natural gas fields, Voice of Russia quoted experts as saying earlier.

The Russian Direct Investment Fund and China Investment Corp established the $2 billion investment fund when Putin visited China in 2012. He is due to attend the Conference on Interaction and Confidence Building Measures in Asia in Shanghai on May 20 and 21. President Xi Jinping is scheduled to chair the meeting.

Prosecutors strengthen supervision over sentence commutation

BEIJING - China's top prosecuting body on Tuesday announced new measures to stem judicial corruption in granting parole or commutation of prison terms.

Under the regulation released by the Supreme People's Procuratorate, prosecutors will launch "full-scale investigation and verification" over a criminal's qualifications if their sentence is reduced by a significant margin or they are placed on long-term parole.

Prosecutors will especially target those found guilty of corruption, mafia-style or terrorist crimes, among other serious criminal offences. People who committed serious economic crimes such as fraud, or other crimes with "severe social impacts" are also subject to the examination.

The authorities hope the move will strengthen prosecutors' supervision over rich and powerful people attempting to use their connections or bribery to have their penalties mitigated.

Prosecutors will also focus on suspicious sentence commutations. They will check carefully if a prisoner only serves a short prison term before getting a commutation, or if they are given frequent commutations or parole.

In China, criminals can have their prison terms shortened if they show an attitude of obedience or repentance in prison, or "made important contributions." Such contributions include stopping others from committing serious crimes, reporting others' criminal activities, saving other people's lives, coming up with new inventions, or outstanding performance in disaster relief operations or accidents.

Applications to commute a prisoner's sentence are submitted by prisons or law-enforcement bodies and have to be approved by courts.

To prevent judicial corruption in granting sentence commutations, prosecutors will have more involvement in the process of drafting the reports and court rulings, according to the regulation.

China considers harsher law to crack down on terrorism

BEIJING -- Chinese lawmakers are mulling revising the Criminal Law to crack down more heavily on terrorism.

Several items are expected to be added to current terror-related stipulations. The draft amendment to the Criminal Law was submitted on Monday to the Standing Committee of the National People's Congress (NPC) for a first reading during the legislature's bi-monthly session, which runs from Monday to Saturday.

Those promoting terrorism and extremism by producing and distributing related materials, releasing information, instructing in person or through audio, video or information networks will face more than five years in prison in serious cases. Those who instigate violent terror activities will also face the same punishment, according to the draft amendment.

Those who instigate or force people to damage legal systems of marriage, justice, education and social management will be sentenced to more than seven years in prison in extremely serious cases, according to the draft.

The new items also include holding goods, books as well as audio and video materials that promote terrorism and extremism, and refusing to provide evidence about terrorism and extremism. Those convicted of such crimes will face less than three years in jail.

The draft amendment also increased stipulations on monetary punishment for those organizing, leading and participating in terrorist groups.

Xi's Mongolia visit lauded as significant to bilateral ties

BEIJING -- Chinese President Xi Jinping's fruitful visit to Mongolia is of great practical significance to the further development of bilateral relations, officials and experts said.

The just-concluded two-day trip, which embodies the philosophy of "amity, sincerity, mutual benefit and inclusiveness" in China's diplomacy with its neighbors, has also infused new vigor into regional development, they added.

Mongolian Deputy Prime Minister Dendev Terbishdagva, who also co-chairs the Mongolia-China intergovernmental commission, said the speech Xi delivered Friday at the Mongolian parliament impressed him a lot.

What Xi said about Chinese history and world peace helped better understand China's policy of peaceful development, said the senior Mongolian official.

Xi citation of the proverb that "If you want to go fast, go alone; if you want to go far, go with others" showed that China will support the development of its neighboring countries, Terbishdagva added.

Mongolia and China are good neighbors and good friends, and what Xi remarked on China-Mongolia and international relations are extremely important, he said.

Sanjaasuren Oyun, Mongolia's environment and green development minister and also a lawmaker, said Xi's speech was "cordial and friendly, deep and comprehensive."

Mongolia and China are neighboring countries and the development of each of them is important to that of the other, she said, adding that the deepening of bilateral ties will set an example for other Asian countries.

Migeddorj Batchimeg, a Mongolian lawmaker, said Xi's speech elaborated China's Mongolia policy, specified Mongolia's standing in China's foreign policy, and blueprinted the development of bilateral ties in the next decade.

In the eyes of Alexander Larin, a senior researcher with the Institute of Far Eastern Studies of the Russian Academy of Sciences, China, as a major country in the world, is showing its strength by broadening economic relations with other countries.

China has established a series of diplomatic strategic plans, among which building a community of shared destiny and interests is directly related to Mongolia, Larin said.

The joint declaration signed by Xi and Mongolian President Tsakhiagiin Elbegdorj shows that China considers Mongolia as a completely equal partner, the researcher said.

Upgrading China-Mongolia ties to a comprehensive strategic partnership, Larin added, will help the two countries deepen cooperation in various areas for the benefit both nations and also their international reputations.

Jabin Thomas Jacob, deputy director of India's Institute of Chinese Studies, said Xi's short but fruitful visit to Mongolia on Thursday and Friday showed a comprehensive upgrade of diplomatic, economic and trade relations between China and Mongolia.

Chinese getting a taste of Cuba through salsa

Thirty Chinese salsa dance enthusiasts will fly to Cuba in September for an intensive certification process but they may find time for some sun and fun on the beach as well.

The trip will last 10 days and will be the third time Beijing-based instructor Geovany Gonzalez has sent Chinese dancers to experience salsa in Cuba over the past year.

"They will learn from Cubans who perform and teach the dance the way that made it famous 50 years ago," said Gonzalez, bouncing in his chair and slapping his arms to demonstrate the rhythm.

"Salsa means 'sauce' in both English and Spanish," he added. "It is a mix of chopped vegetables or fruit, especially tomatoes, onions and chili peppers, used as a condiment.

"The dance is as tasty as the sauce, neither of which is for show but, rather, spontaneous and natural."

These qualities, according to Gonzalez, form the soul of salsa.

Gonzalez is a Cuban who has been promoting his country's culture in Beijing for almost 10 years.

Early in 2008 he hosted free salsa classes for 40 people at his Guantanamera nightspot.

"The Chinese love to learn salsa because it's very different from their traditions," he said. "They have opened their minds and souls to things from Cuba."

The Cuban form of salsa is a bit different from what most people see on the international stage.

"It's a little looser," said Gonzalez. "Many people mistake salsa for New York salsa, thinking the dance was born in the United States. But salsa has its roots firmly based in the Afro-Spanish musical traditions of Cuba. I want more Chinese to experience the 'mother' of the style from Cuba."

Gonzalez first visited China in 2004 for a holiday when he was a member of a pop band called David Blanco. He played bass and also worked as the group's agent.

"Musicians are emotional and I am no exception," the 40-year-old said. "I wanted to make some life changes."

He married in China and settled in Beijing. He found it hard to obtain a job so he became his own boss.

Huo Yaohui, one of Gonzalez's first Chinese friends, has worked with him for years. Huo said Gonzalez is smart and creative, and full of fresh ideas.

"He is a true perfectionist," he added. "He sticks to a job around the clock, until the work is done."

Huo is the only Asian to have won a gold medal for salsa at the International Festival of Popular Dance of Cuba and is credited with bringing Cuban salsa dancing to Beijing.

By 2006, Gonzalez owned two companies - an advertising agency for Chinese companies opening businesses in Latin America and a restaurant offering Cuban food, art and live music.

"I love Cuba and its culture," Gonzalez said. "I believe opportunities occur when more people get to know it."

In 2013, Gonzalez started managing the Latin American and Caribbean Center, an arts and media hub that attracts a mix of cultures. Additionally, it offers Spanish language courses for children during the summer and winter holidays.

Gonzalez has booked the Ballet Nacional de Cuba to perform in China.

"The ballet company was founded by Alicia Alonso, a legendary Cuban prima ballerina and choreographer, and marks the highest level of Cuban ballet dancing," he said.

The company will embark on a tour of 15 Chinese cities in December.

Shanxi vice governor under probe for suspected violations

Hainan Airlines launches flights to Paris

BEIJING - Hainan Airlines announced Wednesday the launch of a route from eastern China's Hangzhou, via northwestern city of Xi'an, to Paris, its fifth route to Europe.

The new route will use Airbus' A330-200 aircraft to fly twice a week in both directions on Thursdays and Sundays, the company said.

Xin Di, chairman of Hainan Airlines, said the launch of the new route will provide a more convenient bridge for further Sino-French exchanges in all respects, as this year marks the 50th anniversary of diplomatic relations between China and France.

Currently, Hainan Airlines also fly to European destinations Moscow, Saint Petersburg, Brussels and Berlin.

China urges restraint for Palestine, Israel

At a daily press briefing, Foreign Ministry Spokesman Hong Lei expressed worry about escalation of the situation after Israeli aircraft bombed the Hamas-controlled Gaza Strip on Tuesday.

"We once again urge the relevant parties to maintain maximum calm and restraint and prevent the situation from further tensions and escalation," Hong said.

Israel held Hamas responsible for killing three Israeli teens who were kidnapped near Hebron in the West Bank two weeks ago. It is conducting a massive manhunt for the killers in the Gaza Strip. The Israeli military on Monday hit 34 targets in the Gaza Strip that were associated with Hamas and the Islamic Jihad movements.

Israeli Prime Minister Benjamin Netanyahu said on Tuesday evening that Israel will expand its operation against Hamas "if necessary."

SCO secretary-general condemns Kunming terror attack

BEIJING - The Secretary-General of the Shanghai Cooperation Organization (SCO) Dmitry Mezentsev condemned Saturday's terrorist attack in Kunming, the capital city of Southern China's Yunnan province.

According to a statement on Monday, the SCO also expressed deepest sympathy and condolences to the victims and their families, as well as to the Chinese people and government.

All forms of terrorism and violence against civilians are criminal. The international community should further cooperate to combat terrorism and extremism in any form, the statement said.

On Saturday evening, several black-clad assailants wielding long knives, stabbed and slashed at passengers at the square in front of Kunming Railway Station and ticket hall, killing 29 civilians and injuring 143 others.

Many countries and leaders around the world have condemned the terrorist attack, calling for justice.

50 indicted in China election fraud

CHANGSHA - Fifty people in central China's Hunan Province have been indicted for their roles in an electoral fraud, the provincial procuratorate said on Monday.

China cracks down on graft

So far, 68 people have been placed under investigation, said the agency.

A total of 409 former officials in Hunan had received disciplinary punishments for the fraud, local authorities said on May 9.

On Dec. 28, Hunan provincial legislature disqualified 56 members for buying votes and announced that more than 500 lawmakers in the city had been disqualified, dismissed or had resigned.

An investigation has shown that the 56 provincial legislators offered 110 million yuan (18 million US dollars) in bribes to 518 municipal lawmakers and another 68 members of staff.

China renews call for new Japanese attitude

BEIJING - Chinese Vice President Li Yuanchao met here Wednesday with a delegation from the Japan Business Federation.

"What is needed to mend China-Japan ties is Japan's right attitudes and proper handling of prominent problems related to history and the Diaoyu Islands," Li told Hiromasa Yonekura, chairman of the Japan Business Federation.

"China hopes the Japanese economic community will keep promoting improvement to the relationship," Li said.

He said China advocates that the relationship should be pushed forward on the basis of the four political documents between the two countries.

"As important neighbors, China and Japan should stick to the mainstream of peace, friendliness and cooperation," he said.

Yonekura, head of the delegation, said that the Japan Business Federation will make contribution to the improvement of the bilateral relations, as it is Japan's biggest economic group.

Japan Business Federation has a membership including about 1,300 representative companies of Japan.

Terrorism, extremism biggest threat to Uygur culture

BEIJING - Five years after fatal violence left nearly 200 dead in the city of Urumqi, the concussion created by the watershed incident has not died down.

Bigoted Western critics have never stopped challenging the country's commitment to stabilizing and developing the restive region.

One of their persistent accusations against China's Xinjiang policy is that the nation's iron-fist crackdown on terrorism and religious extremism helps eliminate the traditional Uygur culture in the autonomous region, largely inhabited by ethnic Uygurs. China fights terrorism and violent attacks

That logic is fallacious. It is the terrorists and extremists who are leading the time-honored Uygur culture into the danger of extinction.

The Uygurs in south Xinjiang have to stop singing, dancing and painting, all of which the group are historically talented in, after these behaviors are labeled "non-Islam" and threatened to be banned by some extremists.

Traditional Uygur clothing, which is usually colorful and a delicate blending of Islamic and Uygur ethnic cultures, is also under threat.

The religious extremists leave the Uygur women with no choice of attire but the burka and forced veiling. Any refusal could easily invite isolation, accusation of betrayal and even life danger.

As a matter of fact, deprived freedom of entertainment and forced burka wearing have never been a part of the Uygur heritage. The extremist groups are encroaching and annihilating the Uygur culture and hijacking Islam.

It is equally unreasonable and irritating as what was happening in Somalia and Pakistan, where under the extremists' rule, pop music was banned and any other religions were labeled as heresy with their icons eradicated.

By doing so, the extremists in Xinjiang aim to strengthen the religious identity of the Uygurs and weaken their ethnic identity before they can finally separate Xinjiang, one sixth of China's total landmass, from the country.

Religious extremism, the primary motivator of acts of terrorism worldwide, has prompted a spate of terrorist attacks inside and out of Xinjiang over the past five years.

The targets of these attacks have shifted from symbols of the government, such as public security stations and police vehicles, to civilians at railway terminals, markets and residential communities.

The nationwide panic and fear these terrorists have created has inevitably led to ethnic estrangement.

The entire Uygur ethnic group has been wrongly perceived by some as terrorists and jihadists. The Uygur culture has to some degree been misinterpreted and stigmatized.

China's uphill battle against terrorism in Xinjiang is a part of the world's counter-terrorism war. To win the battle is to protect the Uygur culture.

Recordings of fraud callers put online

Fei Fei, a netizen in Hubei province, received a call during the National Day holiday from someone claiming to be a policeman. The caller said he was involved in a money laundering case and that Fei's credit card had been found.

The caller, who identified himself as Wang Hao, told Fei that the case had been cracked on July 15. The suspect had made use of her credit card to launder money.

He then asked whether Fei had lost her card.

Fei replied that her card was not lost, and she didn't know the suspect.

The "policeman" than asked her to provide her identity card number for "confirmation". She refused, using the excuse that she could not remember it.

In fact, she realized the call was a fraud and had enough security awareness that she knew not to disclose any personal information. What's more, she recorded the conversation and provided it to provincial public security officials.

The authorities exposed the recording later, along with another two similar fraudulent calls, on their micro blog on Sina Weibo, aiming to keep more residents from being cheated and unmasking swindlers' tricks.

The police called the recordings the "Bad Voice of China", a word play on Voice of China, a popular TV talent show that concluded earlier this month.

The police posted an e-mail address on the micro blog and called for residents to collect more recordings of such frauds. They promised to expose the crooks.

"Publishing the 'Bad Voice' can vividly show cheaters' tricks, enhancing people's ability to identify, resist and prevent more fraud calls," a publicity spokesman quoted Wu Chunli as saying.

Wu, who heads public security departments specializing in the handling of key criminal cases, told the media that officials hope to crack down on fraud more effectively by exposing swindlers' voices via micro blogs and WeChat, a hot instant messaging tool popular throughout the country.

She said that they have established a group for cooperating with telecom and financial authorities to improve the accuracy and efficiency of crackdowns. She said people should not believe the latest frauds, which often claim a person has won a prize, benefited from a stock investment or that a relative needs to borrow some money.

CICA supports orderly conclusion of developments in hotspot regions

SHANGHAI - Member countries of the Conference on Interaction and Confidence Building Measures in Asia (CICA) expressed support on Wednesday to the orderly and peaceful conclusion of the ongoing developments in hotspot regions including the Middle East and North Africa.

In a joint declaration issued after the fourth CICA summit held in Shanghai, the CICA members called upon all parties concerned to implement all relevant UN resolutions to achieve comprehensive, lasting and just peace and security and stability in the Middle East by resuming negotiations.

The CICA recognizes the significance of regional dialogue and cooperation as means of building trust in Northeast Asia and welcomes the relevant initiatives by regional countries, including the "Ulaanbaatar Dialogue on the Northeast Asian Security" proposed by Mongolia and the "Northeast Asia Peace and Cooperation Initiative" proposed by the Republic of Korea, according to the declaration, a major outcome of the two-day summit.

"We believe that the peace and reconciliation process in Afghanistan should be Afghan-owned and Afghan-led," read the declaration, which also calls upon the Afghan armed opposition groups to renounce violence, sever ties with Al-Qaida and other terrorist organizations and respect the Constitution of Afghanistan.

The CICA remains committed to supporting Afghanistan and working with the rest of the international community to contribute to Afghanitan's and the region's security, stability, economic growth and development.

In addition, the declaration expressed concern over the conflict between Armenia and Azerbaijan, noting that the CICA supports peaceful resolution of this conflict on the basis of principles and norms of international law and the decisions and documents adopted in this framework.
