Chinese border city opens bus tour to DPRK

CHANGCHUN -- The Chinese border city of Yanji in northeastern Jilin Province has opened a direct bus tour service to the neighboring Democratic People's Republic of Korea (DPRK), tourism authorities said Monday.

A total of 48 Chinese tourists and two Chinese guides ended their two-day tour to the city of Rason on Sunday completing the first batch of bus tours in Yanji, said Wang Yanbo, deputy chief of Yanji tourism bureau.

The group visited Rajin Port, greenhouses housing Kimilsungia and Kimjongilia, both flower species named after the late DPRK leaders Kim Il Sung and Kim Jong Il, the Korean Ethnic Cultural Park and the beachside of Pipa Island, said Lian Qinghua, general manager of Yanbian Northeast Asia Passenger Transport Group Co,. Ltd travel agency, operator of the tour.

The journey to the DPRK takes around four hours and will operate from Tuesday to Saturday, Lian said.P Compared with other travel methods to Rason, the nonstop trip avoids transfer processing at the China-DPRK border, he said.

Travel figures show about 10,000 Chinese tourists visit the DPRK annually.

Hundreds 'should be sent back to prison'

The country's top prosecution body has suggested that more than 700 convicts, including 76 corrupt senior officials, whose sentences were commuted illegally, should be returned to prison.

This follows an intensified crackdown on the illegal commutation of sentences or conditional releases, the Supreme People's Procuratorate said on Tuesday.

These prisoners will be under the supervision of prosecuting departments.

"Apart from receiving clues from the public and the media, we have also conducted investigations to find such cases," said SPP spokesman Zhang Bencai.

The top procuratorate said that since March, national prosecutors have received 428 items of information involving the illegal reduction of sentences, release on parole, or serving sentences outside of prison.

They have investigated 120 law enforcement officers on suspicion of dereliction of duty or abusing their powers to help prisoners obtain reduced sentences or conditional release in exchange for huge bribes.

Under the Criminal Law, if inmates behave well or are credited with "meritorious achievements", including inventions and technological innovations, while in prison their sentences can be commuted.

If they are diagnosed with illnesses such as heart disease and are unable to complete their sentences in prison, they can serve their terms outside to obtain medical treatment.

In January, the Ministry of Public Security issued a notice strictly regulating commutation of sentences, conditional releases or sentences being served outside prison.

The action was taken to combat judicial corruption, especially among officials and the rich, and to improve judicial fairness and credibility.

In March, the SPP launched a 9-month campaign nationwide.

Yuan Qiguo, director of the SPP's prison management bureau, said prosecutors paid attention to investigating prisoners such as corrupt officials, those who committed major economic crimes, mafialike gang members and those involved with violent and terrorist attacks.

Yuan said these offenders usually bribed prison officers and submitted fake documents to get their sentences commuted.

He said that to tackle the problem, the top prosecution department and judicial authorities will issue an interpretation stating the criteria for serving sentences outside prison.

Liu Fang, a member of the All China Lawyers Association, said the key is to improve judicial transparency.

"When a prison decides to reduce a sentence, it should pass the documents to prosecutors to carefully check them, before submitting them to the superior court for a final ruling," she said, adding that the court hearing and verdicts should be publicized.

A research team at Nanjing University has found a new gene named daf-31 in caenorhabditis elegans (C elegans) that can enhance longevity of the species, local Modern Express reported.

Gene daf-31 encodes a protein that regulates C elegans larval development, metabolism and adult lifespan. Increase of the gene can prolong elegans lifespan, while its mutation or disappearance would lead the worm to accumulate fat and die, according to deputy professor Chen Di, who led the study.

Research also found daf-31 encodes an ortholog of the arrest-defective-1 protein (ARD1). It shares a 75 percent identity with human ARD1 and a 77 percent identity with mouse ARD1.

This indicates the possibility that ARD1 is multiplied in body to expand human lifespan.

Nation vows to keep up with transgenics

China will strive to keep up with the world's transgenic technology development while maintaining rigorous standards for genetically modified food and keeping consumers well informed about such food, the country's top agricultural authority said on Wednesday.

"In the field of (transgenic) molecular-scale seed breeding technology, which is in the vanguard of the world's life science, we as a large agricultural country cannot fall behind," said Chen Xiwen, deputy chief of the Central Rural Work Leading Group.

"In research we must strive to keep up with the advanced level in the world," the senior rural planner for the central government said while answering a question from China Daily at a news conference.

He said China ranks second or third in the world in terms of area devoted to GM crops, which have been a controversial issue globally.

Biosafety certificates have been issued in China for some GM strains of cotton, rice, corn and papaya, with only the cotton and papaya allowed to be planted for commercial purposes, according to the Ministry of Agriculture.

Import certificates for GM crops in China have been granted only for soybeans, corn, rapeseed, cotton and beets, allowing them to be imported as raw materials for domestic processing, it said.

Chen said a GM product must undergo strict examination to ensure it has no side effects before it can be approved for market entry.

Any farm produce containing GM ingredients must be labeled clearly. "We stick to two points for GM food �� strict safety assessment and checks, and sufficient information for consumers," Chen said.

He also said he believes it is unlikely that China will introduce GM rice planting on a commercial basis, adding, "We still need to do more research on this."

China says DPRK, Japan dialogue conducive to regional peace

BEIJING - Improved relations between the Democratic People's Republic of Korea (DPRK) and Japan through dialogue is conducive to peace and stability in Asia, a foreign ministry spokesman said Friday.

Meeting in Stockholm from Monday to Wednesday, the two sides agreed to a full investigation of the abduction of Japanese nationals and a lifting of Japanese sanctions against Pyongyang.

"We have noticed the relevant reports," Chinese Foreign Ministry spokesman Qin Gang told a daily news briefing.

"Japan and the DPRK have conducted dialogue to solve their concerns and improve their relations. This is good for regional peace and stability," he said.

BEIJING - Chinese President Xi Jinping on Wednesday called on artists to present socialist core values in their works.

"Fine art works should be like sunshine from blue sky and breeze in spring that will inspire minds, warm hearts, cultivate taste and clean up undesirable work styles," said Xi, at a symposium that gathered some of the country's most renowned authors, actors, script writers and dancers.

Life-like works should be created so as to tell people in an "covert but influential" way what should be praised and what should be denied, he said.

Art works should also present patriotism as the main theme and foster correct viewpoints of history, nationality and culture, as well as strengthen pride in being Chinese, according to the president.

Xi said that "pursuit of the true, the good and the beautiful" is the mission of artists as the best works of art "touch people, baptize their soul and enable them to find beauty in nature, life and their minds."

This can "lead people to live a life abiding by the code of morality," he said.

Xi noted that traditional Chinese culture is the lifeblood of China and an important source of socialist core values, as well as "a foundation for China to compete in the world."

Artists were also urged to learn from outstanding art worldwide.

"Chinese art will further develop only when we make foreign things serve China, and bring Chinese and Western arts together via thorough understanding," said Xi.

He urged Communist Party of China (CPC) committees to "fully implement the Party's art policy" and "select eligible cadres who have both ability and political integrity, and work well with art workers."

Party officials must respect artists' personality and their works, and build and environment for them to be productive, he said.

Xi also called for the strengthening of art criticism, urging critics to judge art works by artistic and aesthetic standards with historical and people's perspectives.

Online adoption a bitter-sweet dream

HANGZHOU - Mrs Li and her husband have been longing for adopting a baby and they have tried via an online adoption platform for over a year. But their hopes were shattered.

Mrs Li said she had seen a posting that read "Paid adoption: I'm a young woman, nine months pregnant, who can come to the adoptive family for delivery. Nutrition fee negotiable" on online adoption website tz667.com.

She immediately called the expectant mother. But the couple later had to quit due to an unreasonably high "nutrition fee."

"The prospective birth parents provided a long list of charges that added up to 80,000 yuan ($13,045)," Mrs. Li said.

The couple's experience is not a single case that exposes high fees regarding online adoption.

A father from Jiangsu Province put his three-year-old son on the "to-be-adopted list" online, saying he was divorced and could not raise the child on his own and demanding for 100,000 yuan.

The skyrocketing adoption fees have prompted adoptive parents to think "Aren't they (the parents) selling their children?" While experts are more worried about the link between booming online adoption services and rampant child trafficking.

Under China's adoption law, biological parents can only place their child for adoption when they are "in extreme difficulties and thus cannot raise the child." A 2010 regulation issued by the Supreme People's Court and other government departments made it clear that those who "sell their biological children for the purpose of illegal profits shall be punished for child trafficking."

For eager and desperate infertile couples, the risk of adopting a trafficked baby is another hidden risk they have to deal with in addition to high nutrition fees.

According to the Ministry of Public Security, a total of 11,000 child trafficking gangs have been busted and 54,000 children rescued between April 2009 and the end of 2012 as part of a special anti-trafficking campaign.

Even if the source of the baby is secured, adoptive parents need to overcome other difficulties before they can raise the child legally.

Adoptive parents must obtain a birth certificate for the baby. Without the document, the baby cannot obtain a hukou, or household registration, which determines whether the child can attend local public schools.

A forged birth certificate is priced at about 5,000 yuan online. An agent told Xinhua that it is not that difficult for those with connections to hospitals to produce birth certificates.
